The device is called an Opticon. It is restricted to emergency vehicle use only. And as others have posted, all states prohibit its use by private persons. A violation of this statute is very costly, not to mention if you piss off a police officer at the wrong time and place (for you) it could result in a "tuneup" and I'm not talking about your car. It is a much better practice to stop for red semaphores, to slow and prepare to stop if you're facing a yellow semaphore. Realize of course, if you operate a motor vehicle in a negligent manner and kill someone you will spend a portion of your life in prison. Is it really worth it?
